# SovereignClaw - Full Reference SovereignClaw is an AI agent runtime governance platform built by ExecLayer Inc. It governs the execution boundary of autonomous AI agents: the point where a model-proposed action would otherwise cause a real side effect on systems, data, or workflows. SovereignClaw treats LLM output as untrusted input and decides, at runtime, whether a proposed action is authorized to execute. ## Positioning SovereignClaw is built for enforceable AI agent runtime governance. Rather than relying on probabilistic guardrails layered around a model, it makes unauthorized execution structurally impossible by separating generation from executable authority. The model can propose any operation; only intents that survive canonicalization, independent fact origin attestation, deterministic policy evaluation, risk-tier classification, and (when required) threshold approval receive an execution path. ## How it works (execution path) 1. Intake - A model proposes an action. 2. Canonicalization - The action is frozen into a byte-stable intermediate representation. Identical intents produce identical hashes. 3. Independent fact origin attestation - Risk-driving facts are derived from operation semantics, never trusted from the model. Mismatches escalate risk. 4. Policy evaluation - Deterministic policy produces allow, deny, escalate, or approval outcomes. Any deny is final and cannot be downgraded. 5. Risk-tier classification - Actions are classified T0 (observe) through T3 (sovereign). Higher tiers require stronger authorization. 6. Authorization and approval - T2/T3 require threshold signatures from verified operators. Insufficient quorum is a denial. 7. Bound execution and receipts - Permitted actions execute through an adapter bound to a cryptographic artifact (IR hash, policy bundle, adapter identity, nonce) and emit a signed authority receipt in an append-only ledger. ## Nine formal security properties - S1 Execution Boundary - No operation reaches the adapter without a valid gate artifact. - S2 Frozen Input - All inputs canonicalized and byte-frozen before risk computation. - S3 Independent Fact Verification - Tier-driving facts derived from semantics, not the model. - S4 Monotonic Policy - Any deny is final; no component may downgrade a restrictive decision. - S5 Nonce Uniqueness - Every execution requires a unique nonce; replay and TOCTOU are rejected. - S6 Adapter Binding - Artifacts are bound to a specific adapter identity. - S7 Threshold Authorization - T2/T3 require quorum signatures from verified operators. - S8 Receipt Verifiability - Every permitted execution emits a signed, externally verifiable receipt. - S9 Skill Publication Binding - Runtime artifacts carry published skill digest, tenant scope, correlation IDs. Verified across 32 Rust crates with 1,245+ tests. ## Key definitions - Deterministic execution gating - Authorization is decided at the execution boundary by deterministic policy, not by probabilistic model behavior. - Execution-boundary governance - Governance applied at the point where a proposed action would cause a side effect, after intent and before the adapter. - Cryptographic action authorization - Execution artifacts cryptographically bound to intent hash, policy bundle, adapter identity, and a unique nonce. - Threshold approval - Elevated risk tiers require quorum signatures from multiple verified operators before execution. - Mechanical refusal - Unauthorized actions are not blocked after the fact; they simply have no execution path. The adapter is unreachable. - Authority receipt - A signed, verifiable record tied to intent, policy, adapter identity, tenant scope, and outcome, stored in an append-only ledger. - Risk tiers - T0 observe, T1 standard, T2 elevated, T3 sovereign. ## Compliance and regulation SovereignClaw provides the runtime control and execution evidence that compliance, security, and platform teams need to make agentic AI governable. It does not replace compliance work; it supports it with enforceable controls and verifiable records. Relevant frameworks include SOC 2, HIPAA, FedRAMP / IL4–IL6, the OWASP Agentic Top 10, and the EU AI Act high-risk obligations (risk management, data governance, technical documentation, record-keeping and logging, transparency, human oversight, accuracy, robustness, and cybersecurity). EU AI Act timeline (as of August 2026): the Digital Omnibus on AI, in force since July 27, 2026, moved Annex III high-risk obligations to December 2, 2027 and Annex I product-embedded high-risk systems to August 2, 2028. Already enforceable: Article 5 prohibitions (February 2, 2025), GPAI model obligations (August 2, 2025), and Article 50 transparency plus Commission GPAI fining powers (August 2, 2026). ## Research and authority - Research record (SSRN ID 6290760) and DOI registration on Zenodo: https://doi.org/10.5281/zenodo.18521539 - Governance Failure Radar - analysis of public AI governance failures and how deterministic runtime controls would have prevented them. - Seven patent applications pending (ExecLayer v4 Protocol). ## Target markets Healthcare (PHI access governance, AB 489), finance (fiduciary enforcement, AIGP 2026, audit trails), government (IL4–IL6, air-gapped deployment), and enterprise agent systems at scale. ## Primary pages - https://sovereignclaw.com/ - https://sovereignclaw.com/architecture - https://sovereignclaw.com/security - https://sovereignclaw.com/proof - https://sovereignclaw.com/demo - https://sovereignclaw.com/compliance - https://sovereignclaw.com/pricing - https://sovereignclaw.com/compare - https://sovereignclaw.com/research - https://sovereignclaw.com/resources - https://sovereignclaw.com/about - https://sovereignclaw.com/contact - https://sovereignclaw.com/ai-agent-runtime-governance - https://sovereignclaw.com/execution-boundary-governance - https://sovereignclaw.com/ai-agent-policy-enforcement - https://sovereignclaw.com/ai-agent-audit-trail - https://sovereignclaw.com/agentic-ai-security-platform - https://sovereignclaw.com/eu-ai-act-ai-agent-compliance - https://sovereignclaw.com/eu-ai-act-high-risk-ai-systems - https://sovereignclaw.com/eu-ai-act-human-oversight-ai-agents - https://sovereignclaw.com/eu-ai-act-ai-logging-record-keeping - https://sovereignclaw.com/eu-ai-act-ai-cybersecurity - https://sovereignclaw.com/research/execution-boundary-problem - https://sovereignclaw.com/research/runtime-governance-for-ai-agents - https://sovereignclaw.com/research/deterministic-guardrails - https://sovereignclaw.com/research/policy-constrained-execution ## Organization ExecLayer Inc. - https://execlayer.io Founder & CEO: James D.
